From Legislation to Launch: Mastering Procurement and Rulemaking for Texas ESAs

The Texas Education Freedom Accounts program represents a historic launch, poised to become the nation’s largest with approximately 100,000 initial students and a trajectory to eclipse Florida’s 500,000 within five years. To ensure this massive scale did not lead to parent attrition or provider payment delays, our firm spearheaded a technical workgroup and provided critical guidance during the procurement and rulemaking phases.

HB 117 Governor’s Task Force on Early Childhood Education Governance and Care

Increasing Access to Real Food

Nearly 90% of US health care spending is for people who have chronic diseases, and these diseases are the predictable result of the Standard American Diet permeated by foods that are ultra processed with refined carbs, added sugars, excess salt, unhealthy fats, and chemical additives. Coupled with a sedentary lifestyle, the result is that over 70% of adults are overweight or obese, one-third of teens have prediabetes, and only 40% are fit for military service.

The legislature has long grappled with the problem of recidivism, and established educational programs under Windham School District (WSD) in the 1960s to offer inmates the opportunity to acquire the knowledge and skills that they need to earn gainful employment upon release.

Combating Severe Obstetric Complications

More babies are born in Texas than in 48 other states, second only to California. Every one of these children is a gift to their families and our communities, but maternal health complications place women and their unborn or newborn babies at high risk. Unfortunately, Texas has one of the highest rates of these complications. Of the twenty-one national indicators, DSHS reports discuss the most common in Texas.
